Strong Microsoft Office skills — Excel and Word required
Valid Washington State driver's license with clean driving record required
Must pass comprehensive criminal background check
Bachelor's degree in HR, business, public administration or related field preferred
CLRP certification or similar preferred
Bilingual ability highly desirable

About the Role The City of Oak Harbor is looking for a Senior Human Resources Analyst to provide professional HR support across recruitment, classification, compensation, employee relations, labor negotiations, workers' compensation and training. You'll manage the full recruitment lifecycle, conduct workplace investigations, assist with collective bargaining, maintain personnel records and HRIS systems, administer FMLA and benefits, conduct new employee orientations and serve as the Civil Service Commission Secretary/Examiner. A senior, confidential role requiring strong judgment, diplomacy and the ability to work independently on complex HR matters.
